PINCHBECK PARISH COUNCIL

COUN. J. Avery presided at a Parish Council Meeting held virtually via Zoom on Monday 1st February 2021 commencing at 7.30 pm.

It was agreed that for the following Agenda Item the Parish Council go into Closed Session therefore deferring this item to the end of the agenda, upon members of the public leaving.

Apologies for absence were received from Coun. D. Dickens, Coun. J. Allen and Coun. Mrs. A. Gregory who had advised she was unable to attend due to a prior engagement.

5.   CORRESPONDENCE

A list of planning applications determined by South Holland District Council circulated to all. Letter from resident lending support to PC securing new play equipment.

Email from SHDC Dog Warden advising ‘No Fouling’ stickers to be posted along Blue Gowt Lane. Letter from LCC advising no carbonisation plans for LCC buildings.

From Community Lincs, information relating to “A Good Neighbour Scheme” with all volunteers fully insured and expenses reimbursed.

6.   REPORT BY CTY COUNCILLOR ELIZABETH SNEATH – HOLBEACH/SPALDING STRATEGY MEETING 11TH JANUARY 2021

County Councillor Elizabeth Sneath gave an update on highway matters as follows:

1.   The northern connection of the SWRR, the point closest to the parish - Section 5, is scheduled to commence Spring 2021 although dependent upon securing certain approvals etc.  Funds secured of £12m from HCA together with further £8.13 applied for. The two cottages have been demolished with this site to be centre of proposed new roundabout. Road design package submitted to contractor and awaiting costs. Prior to commencing LCC to finalise agreements with contractor, finalise agreements and secure approval by Network Rail technical team and lastly to finalise the land acquisition.

2.   Edison Court proposed for a ”Waiting Restriction” to be introduced in an attempt to combat careless parking and cars staying on site for some days.  Delays expected before implementation as Minor Traffic and Works dealing with backlog of outstanding projects.

3.   Market Way to be investigated regarding possible implementation of one-way system.

4.   Fix My Street is the new LCC medium for reporting of highway issues, particularly for bus shelters and bus stops.

5.   Vehicle parking problems on Six House Bank, anticipated may be alleviated once new carpark area is in use. Should problems continue may seek for formal restrictions. A van is parking on pavement adjacent to crossroads therefore causing an obstruction for pedestrians. County Councillor Elizabeth Sneath to pursue.

6.   Heavy rain and flooding over the past months brought flooding issues particularly on Spalding Road. Gulley cleansing machine to be in parish during the following week and would hopefully resolve problems.

7.   SURVEY REPORT ON PARISH TREES TOGETHER WITH QUOTATION FOR WORKS

8.   PINCHBECK TRAFFIC STRATEGY – AGREE DISTRIBUTION LIST

Clerk to send copies of the Pinchbeck Traffic Strategy to all relevant and targeted officers/councillors from SHDC and LCC. Clerk to report list of recipients at next meeting.

9.   INVITE PERRY BURNS, ENGAGEMENT OFFICER, WELLAND RIVERS TRUST TO MEETING ON 2ND MARCH 2021

Agreed that Perry Burns, Engagement Officer from Welland Rivers Trust is invited to Annual Parish Meeting 22nd March 2021 with aim to “Reconnect people with their local rivers and develop new ways for communities to access and enjoy nature.”
 
10.   PEDALS 2020 – LETTER RE INCLUSION OF OFFICIAL CYCLE ROUTES WITHIN PARISH

Letter received from PEDALS which had been circulated to all prior to meeting. Members keen to encourage safe cycling for those cycling to work and for recreational cycling. Agreed Highways & Lighting Committee to meet via Zoom with PEDALS at a mutually agreed time to discuss safe cycling and routes.

11.   MILL GREEN LANE – 30 MPH SPEED LIMIT EXTENSION - UPDATE FROM LCC

From LCC an update on speed limit along Mill Green Road. Extension of 30 mph to incorporate new development should be delivered on site in next couple of months. A further extension down to junction with Fengate Road is borderline case and will need, if required, to be referred to a LCC Highways and Planning Committee.

13.   FINANCIAL REPORT TO INCLUDE:

(i)   ACCEPT EXTERNAL AUDITOR REPORT FOR FINANCIAL YEAR 2019/2020

It was proposed by Coun. J. Avery and seconded by Coun. Mrs. E. Beavis, the External Auditor’s report for financial year 2019/2020 be accepted. Agreed.

(ii)   FINANCIAL REPORT/TO PASS ACCOUNTS

Financial Report presented by Clerk accepted upon proposition by Coun. J. Avery and seconded by Coun. Mrs. E. Beavis.  Agreed.

14.   AOB

Coun. Mrs. Beavis asked if up-to-date information available on the Bull Inn. Reported landlord had vacated. Mention of The Bell but no further news available, other than it looks dilapidated.

Coun. Mrs. S. Jeffery, as a member of the newly formed “Wombles” asked if the Parish Council had any means to assist with road signage when collecting litter by roadsides and also helping with collection of larger items of litter/rubbish. Suggested that larger items could be disposed of at the LCC West Marsh Road Waste Recycling Centre by means of a special dispensation to allow entry to a group member.

Requested that a bin be situated on the unofficial layby on Glenside North between Bars Bridge and the Boarding Bridge. To be put on the list.

Glenside North entrance to Pinchbeck Wood becomes very messy and suggested that an unofficial layby is created to form parking area for two cars adjacent to the entrance to wood. Need to establish landowner to enable further investigation.

Coun. Mrs. L. Andrew to collect a litter pick when convenient from the office. Pavement on the Approach all muddied, clerk to organise a clean-up.

15.   PLANNING APPLICATIONS – NO PLANNING APPLICATIONS AT TIME OF AGENDA

No planning applications received for consideration at the meeting.

There was no further business before the meeting and it therefore concluded at 8.20 p.m.
