Minutes of Open Spaces & Assets Committee meeting held 19:00, Monday, 22 June 2026, at The Hub, 48 Knight Street, Pinchbeck, PE11 3RU.

Present: Cllr James Avery, Cllr Andrew Chamberlain (19:05), Cllr Terry Moore (Chair), Cllr Ann Savage, Cllr Phil Tweddell, Cllr Oliver Wood, Nicola Jowett (Administration Assistant).

Absent:   Cllr Geoff Garner, Cllr Peter Ruysen.

26.10.Members’ attendance and apologies for absence

Apologies for absence were received from Cllr Geoff Garner and Cllr Peter Ruysen.

26.11.Disclosable pecuniary or other registrable interests and requests for dispensation.

There were no declarations of disclosable interests or requests for dispensation.

26.12.Minutes of previous meetings.

It was resolved to approve the minutes of the meeting held on 09 March 2026.

26.13.Matters arising.

01.Tree at Pinchbeck Woods – Protruding onto the highway. Cllr Moore to contact the Woodland Trust.

02.Event to be considered - Summer closing celebration at the end of August 2026. To be taken to full Parish Council meeting on 29 June 2026.

03.Advertising sign has been put up at the Pinchbeck village sign near Birchgrove. Clerk to write to Smalley Hot Tubs to ask if they can remove it.

26.14.Park equipment repairs.

01.Repairs have been undertaken at Leaveslake Drove following November’s quarterly inspection findings. The XS Spinner has been repaired and wet pour laid at the roundabout. However, following the subsequent quarterly inspection in May 2026, damage to the new wet pour that had been laid at the roundabout was reported. OLP have said it is only ‘minor’ damage and came up as low on the inspection, but it appeared to be in line with someone running across it whilst it was still wet and does not require immediate attention. I have emailed OLP to clarify this, as on reading the report, it states moderate risk so just want to clarify.

02.Glebe field sign to be replaced by OLP – quote requested.

03.Need to look into when the zip wire was last serviced as they do not inspect this but recommend it is thoroughly inspected every 2 years.

04.Everything else came through as Very Low or Low Risk on the reports over the 3 play areas.

26.15.To consider application for tree works to take place in St Mary’s Churchyard.

01.Completed protected tree application form to be submitted.

26.16.To Consider tree works at Rotten Row.

01.Quotes to be obtained for removal of dead tree at Rotten Row playing field.

26.17.To receive an update on Farm Business Tenancies and Allotments.

01.Meeting with Richard Start last Monday, 15 June 2026. Discussed outstanding amounts due from FBT holders. He will visit the sites overdue to discuss.

02.A letter has been sent to Mr Scott from Roythornes. He has advised he is attending the next PC meeting.

03.The proposed informal tender process; marketing around July/August 2026, a tender date in or around August, and new Farm Business Tenancies to commence from 11 October 2026 where possible.

04.Field 11 – Allotments at Highfields. 1 additional acre of garden allotments to be introduced. Date October 2026 but subject to the state of the land and if there are existing crops.

05.It was resolved that the tenders would be reviewed at the next Open Spaces Committee meeting.

26.18.To confirm dates of future meetings

01.It was resolved that the next meeting was to be held 19:00hrs Monday 07 September 2026.

26.19.Closed Session.

It was resolved to move into closed session on the grounds of confidentiality in   accordance with the Public Bodies (Admission to Meetings) Act 1960 s.1(2).
