PINCHBECK PARISH COUNCIL MEETING

COUN. J. AVERY presided at the meeting of the Parish Council on Monday 28th February 2022 held at the Pinchbeck Community Hub & Library, Knight Street, Pinchbeck commencing at 7.30 p.m.

It was agreed the meeting go into closed session for following two agenda items:

4.  REVIEW ACTION TABLE: - FULL COUNCIL MEETING –  31ST JANUARY 2022

All items within the Action Plan assigned and actions taken, except for the awaiting updates, as shown on the document.

5.  CORRESPONDENCE

One piece of correspondence received and dealt with accordingly during Closed Session at end of meeting.

6.  REQUEST TO TRIM CAR PARK GRASS – SIX HOUSE BANK

Request received from Pinchbeck Community Land Trust asking Parish Council to trim back vegetation at perimeter of parking area on Six House Bank.  Clerk to organise with Malc Firth for grass to be trimmed back regularly.

7.  THE QUEEN’S PLATINUM JUBILEE CELEBRATIONS – JUNE 2022 - UPDATE

Brief review given of the activities arranged for the Queen’s Platinum Jubilee Celebrations

Thursday 2nd June 2022 

Assembling Pinchbeck Memorial Site – Addresses by councillors, lighting of beacon, celebratory gathering in St. Mary’s Church.
    
Saturday 4th June 2022

Pinchbeck Parish Council Picnic in the Park -  Platinum Jubilee Celebration 

An afternoon of families & friends coming together on the Glebe Field with live entertainment.  All to bring       their own tables/chairs/picnic blankets to enjoy the event commencing at 2 p.m.

8.  NEW BLUE GOWT CEMETERY – UPDATE

Preparations ongoing, trees removed in far corner of the dyke and the dyke bottomed out.  Wooden fencing is now ordered.  Quotations being sought for main building and ground works.

9   PROPOSAL TO PURCHASE TELEVISION – PINCHBECK COMMUNITY HUB & LIBRARY

Proposed by Coun. J. Avery and seconded by Coun. O. Wood that a 55” television be purchased to speed and ease the presentation of planning application process at meetings. Agreed.

10. AGREE LOCATION OF 2 NO. SPEED INDICATOR DEVICES (SID)

Proposed by Coun. T. Moore and seconded by Coun. P. Ruysen that two more Speed Indicator Devices (SIDs) be purchased from Elan City and also purchase of further six mounting poles to enable the SIDs to be moved around.

Agreed no evidence of speeding on Spalding Road, so currently no action to be taken. 

Coun. T. Moore to meet with Mr. Graham Butler, LRSP to agree locations for the mounting poles.

11.  DISCUSS TWO PLANK BRIDGE CLOSURE

Short discussion regarding closure of Two Plank Bridge and it was agreed that the closure of the bridge was to safeguard all residents while construction works taking place. 

12.  PERMISSION REQUEST TO HOLD ’STREET PARTY’ – PINCHBECK WAR MEMORIAL

Agreed that the Pinchbeck Rainbows, Brownies and Guides be given permission to hold a ‘street’ party for the Queen’s Platinum Jubilee on the War Memorial Site on Wednesday 25th May 2022 commencing at 6.00 p.m. 

13.  REVIEW RENT GLEBE FIELD

14.  CLARIFY PARISH GRASS VERGE CUTTING

Clerk concerned regarding vagueness relating to grass verge cutting contracts.  Chairman and Clerk to look to establish clarification.

15.  SCHEDULE OF PARISH COUNCIL MEETINGS – UP TO JANUARY 2023

All present  issued with a schedule of Parish Council Meetings through to January 2023

1.  Coun. Mrs. A. Savage commented on traffic delays Pinchbeck to Spalding

2.  Bus shelter, Wardentree Lane needs to cleaned up.

3.  Mention made of port-a-cabin in the Glebe Field behind the Club House

4.  Market Way/Pennytoft Lane – sign mangled

5.  Cherry Holt Cemetery weeds need to be managed

6.  Clerk to chase up regarding delivery of the play equipment.

17.  PLANNING APPLICATIONS 

The two following planning applications were considered for approval:

Following application, Parish Council to request S106 monies

H14-0117-22 – East of Surfleet Road – 37 Affordable/4 Self Build plots

The following planning application recommended for approval:

H14-0102-22 – Change of use of garden area to equestrian amenity - Northgate

The following planning application recommended for refusal as not included within the development boundary and also not included in South East Lincs Local Plan:

H14-0969-21 – 2 Detached bunagalows – Land Off Horsepit Lane

There was no further business before the meeting and it therefore concluded 9.10 p.m.
