PINCHBECK PARISH ANNUAL COUNCIL MEETING
COUN. J. AVERY presided at the meeting of the Parish Council on Monday 23rd May 2022 held at the Pinchbeck Community Hub & Library, Knight Street, Pinchbeck commencing at 7.30 p.m.

8. CORRESPONDENCE
Copies of planning determinations received circulated to all present.
9. UPDATE ON PICNIC IN THE PARK – SATURDAY 4TH JUNE 2022
Reported to all present, preparations are moving along splendidly. All acts are organised and now looking to source a good sound system. Councillors who are attending together with volunteers to assist where required. First Aid team booked. Jan Whitbourn is compere and event to be opened by Councillor James Avery who will invite Sir John Hayes MP to say a few words. Event ends at 6.30 p.m. and thereafter any further entertainment to be managed directly by the Footall Club.
10. UPDATE ON LIGHTING OF THE BEACON – THURSDAY 2ND JUNE 2022
All arrangements in hand with members of the public to arrive before 8.30 p.m at Pinchbeck St. Mary’s Church Hall. Prosecco to be served upon arrival and during evening Chairman to cut special celebration cake in honour of the Queen’s Platinum Jubilee. Mr. Jeff Woods to be Master of Ceremonies. At 9.20 p.m. anticipate ushering all guests over to the Memorial Ground in time for the Lighting of the Beacon to be lit by the Chairman at 9.45 p.m. prompt.
11. UPDATE ON NEW PLAY EQUIPMENT INSTALLATION ROTTEN ROW PLAYING FIELD
The Chairman displayed slides of new play equipment and he reported that the Wooden Fort was causing major concern to a nearby resident. Immediate action was required and the contractor was tasked with moving the wooden fort to a more central location on the field, therefore affording privacy to the resident. Very obvious that the children are enjoying the new equipment.
LEAVESLAKE DROVE PLAYING FIELD
Coun. A. Chamberlain reported that the basketball/goal mouth is installed and expected that the rest of the play equipment should hopefully be installed by the end of the week.
Agreed that an official opening of the playing fields should be organised and to invite those known to have fund-raised or donated directly by handing funds via the parish office.
12. UPDATE ON DEFIBRILLATOR INSTALLATIONS
Three Debrillators have been delivered together with the cases to be installed at Baptist Church, St. Mary’s Church Hall and the third in West Pinchbeck.
First Defib to be installed at the Baptist Church later in the week on Thursday 6th May 2022 at 11.00 a.m. together with interested parties including District Councillors and Herring Lane Bakers Team to allow photographs to be taken.
Second Defib to be installed to the front of the St. Mary’s Church Hall.
Third Defib to be installed in West Pinchbeck, various locations mooted but not agreed. To be brought to next meeting. Locations suggested are Bars Bridge, bus shelter Six House Bank and Electric cabinet northern end of Six House Bank.
13. FINANCIAL REPORT/TO PASS ACCOUNTS
It was proposed by Coun. Mrs. L. Andrew and seconded by Coun. D. Houghton that the following Finance Report be accepted. Agreed.
14. AOB
Coun. Mrs. E. Beavis requested if it could be arranged for her to meet with Nigel Holly to look at the trees in the St. Mary’s Churchyard. Concern raised regarding the lime trees as the leaves may require to be stripped.
Coun. Mrs. L. Andrew raised her concern regarding the surface state of the new car park along the northern end of Six House Bank. Coun. Mrs. L. Andrew to meet with the chairman and take a look at the area.
Blue sign along B.1356 Spalding Road obliterated as overgrown vegetation that requires cutting back
Coun. A. Chamberlain raised state of the entrance to the allotment field via Elizabeth Crescent. He will take another look and contact the clerk.
Clerk to investigate some means to amplify sound within a meeting to help those with hearing loss.
Short discussion regarding the number of cuts at the Pinchbeck Cemetery and feasibility of organising weeding and weed killing. Chairman to meet with clerk to discuss.
15. PLANNING APPLICATIONS
Consideration of following Planning Applications:
H14-0419-22 – Land north of Gatehouse, 86 Langhole Drove – Use of land for residential caravans
Objection on grounds: Not included within SELLP. Outside of Development Boundary. This area is known and prone to flooding.
H14-0449-22 – Glenside North - Erection of Self-Build Zero Carbon Home (Resubmission)
Objection on grounds: This is designated as outside of the development boundary. It is in open countryside. The National Planning Policy Framework determines that infill is to be in urban/towns and not in open countryside.
H14-0450-22 – Adj. 47 Milestone Lane - Erection of dwelling – (Resubmission)
Objection on grounds: Elements unchanged from refused previous planning application although floor levels have had to be increased due to flood risk. There may be a possibility of reduction in sunlight/daylight on the property at number 47. Concerned also that it looks as if trying to cram a property in between two already existing properties.
H14-0328-21 – Land off Milestone Lane – Residential Development reduced by 2 to 36 properties.
Objection on grounds: Pinchbeck Parish Council upon looking and discussing the plans for this application remain resolute in their previous comments for this proposed development which was originally for 38 dwellings. There is mention in the application of a green area which appears to be largely taken with SUDS. We continue to support the comments of the local people who chose to live in this quiet rural setting which would be changed forever and impact their lives should this application be approved. As already stated, the application site (Milestone Lane, Flaxmill Lane and Crossgate Lane) were just not built for the levels of traffic that this development would bring. The lanes are so narrow in this vicintiy with little in the way of footpaths. Therefore taking all into account the Parish Council and the local community continue to support that this application is refused.
There was no further business before the meeting and it therefore concluded at 9.10 p.m.
