PINCHBECK PARISH COUNCIL

COUN. J. AVERY presided at the meeting of the Pinchbeck Parish Council on Monday 27th June 2022 held at the Pinchbeck Community Hub & Library, Knight Street, Pinchbeck commencing at 7.30 p.m.

4.  REVIEW ACTION TABLE: - FULL COUNCIL MEETING –  23rd May 2022

All items within the Action Plan assigned and actions taken except for those awaiting updates, as shown on the document.

5.  CORRESPONDENCE

List of all planning and tree determinations circulated to all present.

Notification of Crime Reference number from Lincolnsire Police relating to vandalism/graffiti on the newly acquired play equipment.

Letter from Mr. Andrew Butt, Lindum Group Ltd. asking if the Parish Council wished to explore the possibility of the selling off the Allotment Field No. 6 – Flaxmill Field – 19-1/2 acres – as  development land.  Reply to be sent advising that in the current and immediate future PC not interested and also the land is outside of the SELLP.

Notification and certificate acknowledging the amazing part the parish played in celebrating the Queen’s Platinum Jubilee with the lighting of the beacon which took place on Thursday 2nd June 2022.

6.  SURFACE OF CAR PARK, SIX HOUSE BANK

Councillor Mrs. L. Andrew has asked Mike Yould to submit a quotation for an additional top surface on the existing car park area on the north end of Six House Bank.  Any new surface to slope towards the drain enabling excess water to flow.   Upon quotation being received, clerk to obtain two further quotations in preparation for presenting at a future meeting.

7.  HIGHWAYS MATTERS

Notification of Stopping Up Order on Slipe Drove thereby enabling the responsibility of maintenance to be managed by Willow Tree Fen.

Notification from LCC of a proposed reduction in speed limit from 40 mph down to 30 mph on Fengate Road and Mill Green Road.  Public Notice to be published in local newspaper on 30th June 2022.  Copy of the document together with map issued to all present. 

From Lincolnshire County Council, notification of an extension of the current 30 mph speed limit to be extended along Mill Green Lane to include the entrance to the new Keston Gardens development.

Councillor Elizabeth Sneath to take up some of traffic/road problems direct with Philip Watt, Highways Officer for Pinchbeck.

Multiple water pipe bursts along Glenside South, therefore causing problems on the Glenside North which is then reflected in the traffic issues along Small Drove Lane.

Parish Council to open dialogue with Highways Officer regarding traffic problems in the parish, particularly relating to Northgate, Glenside North and also regarding persistent road closures on Glenside South.

8.  TO CONSIDER CCTV INSTALLATION WITHIN PARISH

To arrange a meeting with Andrew Haw, manager of CCTV for SHDC and Boston Borough Council.  Meeting will enable councillors to become fully informed of costs, cameras, possible locations, rules and regs etc.

9.  AGREE LOCATION FOR DEFIBRILLATOR – WEST PINCHBECK

It was proposed that the Defibrillator for West Pinchbeck be located in the British Telecom telephone box situated on Six House Bank.  Clerk advised that the telephone box was no longer on Six House Bank and was removed as per instructions from the Parish Council some years ago.  Clerk to check as councillors insistent telephone box still in situ.

10.  INSTALLATION OF ALL NEW PARISH PLAY EQUIPMENT

(a)  TO DISCUSS VANDALISM/GRAFFITI

Graffiti on the fort at Pinchbeck.  Porta loos belonging to Football Club damaged and subsequently removed.  Goal post netting damaged, additionally reported tags on headstones in St. Mary’s Churchyard.  A local family have kindly cleaned up graffiti.
  
(b)  OFFICIAL OPENING OF NEW PLAY EQUIPMENT

Agreed that the children from schools be invited to enter a competition to be involved with the Official Opening of the new play equipment.  Competition to be created encouraging children to write three simple sentences related to their respective village play equipment.   Winning entrants “cut the ribbon.”  Ice-cream van to be sought to allow all chldren present to have a free ice-cream.

11.  TO AGREE TO LEVELLING OFF ENTRANCE TO ALLOTMENT FIELD – ELIZABETH CRESCENT

To obtain three quotations for the levelling off the entrance to the allotment field on Elizabeth Crescent.  Agreed.

12.  FINANCIAL REPORT/TO PASS ACCOUNTS

No financial report available and will be updated at next Parish Council Meeting.

13.  AOB

Noted that within the parish, a number of waste bins had been installed without any prior notification to the Parish Council, all of which believed to be related to Keston Nurseries.  

Concern raised regarding pot-hole on Northgate side of Herring Bridge.  Already reported multiple times.

New fruit trees in BGC are flourishing with only one tree being vandalised.  List of trees planted has been collated.  Coun. T. Moore to investigate possibility of further fruit trees being made available for setting in the autumn.

Notice to be put in noticeboards advising of two vacancies for parish councillors.

Coun. T. Moore reported six new posts to mount an SID were now in situ.

14.  CONSIDERATION OF FOLLOWING PLANNING APPLICATIONS

The following planning applications were recommended for approval:

H14-0557-22 – Land East Surfleet Road – 4 Self Build Plots

H14-0221-22 –  7 Bear Lane -  Proposed rear extension

H14-0420-22 –  Pinchbeck Fields – Sec 73 Modification – Allow amendments

H14-0541-22 – 88 Surfleet Road – Single storey extension to form self-contained annexe

H14-0561-22 – Rose Villa, Tydd Road – Erection of timber balcony

The following planning application was recommended for approval upon condition that all regulations set out by Black Sluice Drainage Board, relating to the land drainage, were adhered to.

H14-0453-22 -  Rose Cottage, Northgate – Change of use from residential to equestrian
