PINCHBECK PARISH COUNCIL
COUN. J. AVERY presided at the meeting of the Parish Council on Monday 25th April 2022 held at the Pinchbeck Community Hub & Library, Knight Street, Pinchbeck commencing upon conclusion of the Annual Parish Meeting which had commenced at 7.30 p.m.

4. REVIEW ACTION TABLE: - FULL COUNCIL MEETING – 21st MARCH 2022
All items within the Action Plan assigned and actions taken, except for the awaiting updates, as shown on the document.
Coun. Mrs. S. Jeffery requested that item 17 of Full Council Meeting – 20th September 2021, be deleted from the table.
5. CORRESPONDENCE
1. Copies of planning determinations received, circulated to all present.
2. Resident advised concerns relating to location of new play equipment in Rotten Row Playing Field.
3. Emails received from volunteers of the Community Speed Watch expressing their concerns regarding drivers without road tax and insurance.
4. Email received from resident of Market Way, expressing concern regarding spraying of week killer in close vicinity of the owner’s hedging.
5. Letter received from resident on Small Drove Lane, expressing concerns regarding large HGVs using this lane from Glenside North through to Northgate and causing damage to the wall on Glenside. To reply back that unfortunately unable to assist directly but shall request that Highways look into putting a weight restriction on Small Drove Lane. Also send author of letter a copy of Parish Council’s Traffic Management Strategy.
6. Received messages from lady on Dozens Bank expressing her concern regarding the speed of the traffic.
Lady was advised that site is earmarked to be a location for an SID.
7. Details received of public consultation for 30 mph speed limit on Mill Green Road, Pinchbeck.
8. Letter advising of Spalding Good Neighbour Scheme AGM on 13th May 2022.
6. S106 MONIES – DEVELOPER CONTRIBUTIONS
A letter was circulated to all present prior to meeting from SHDC Planning, which explained the justification required for making a reasonable summary when presenting an application for S106 monies.
7. APPROVAL TO DEVELOPMENT IN PINCHBECK BEING SUBJECT TO REQUIREMENT OF ZERO CARBON – REQUESTED BY COUN. D. DICKENS
Coun. D. Dickens who suggested that all planning applications be refused unless they were capable of illustrating it assured a zero carbon footprint. As Pinchbeck Parish Council does not have any empowerment into the decision regarding planning application approvals, agreed to leave it to the Planning Authority.
8 REQUEST TO RECONSIDER COVENANT RELATING TO PROPERTY ON FORMER LAND OF PARISH COUNCIL

9. REMINDER TO PARISH COUNCILLORS RELATING TO COMMENTS TO BE FORWARDED REGARDING PROPOSALS TO PINCHBECK WOOD EXTENSION
A reminder made to all councillors to submit any questions, comments and observations etc regarding the proposals to take up 8 acres of allotment and amalgamate with the existing Pinchbeck Wood as a Refuge for wild life. Extra-ordinary meeting to be scheduled for end of June or early July 2022.
10. UPDATE ON PINCHBECK PICNIC IN THE PARK – SATURDAY 4TH JUNE 2022
Coun. Mrs. A. Savage gave an update on progress of the components organised for the day celebrating the forthcoming Platinum Jubilee Celebrations. All areas are covered except for volunteer stewards.
11. UPDATE ON PLAY EQUIPMENT INSTALLATION GLEBE FIELD
Climbing frame already erected in the Glebe Field.
ROTTEN ROW PLAYING FIELD
Installation of the play equipment is ongoing. Fort Knox to be relocated to more ideal location. Contractors anticipate completing this site within the next seven to ten days.
LEAVES LAKE DROVE PLAYING FIELD
This equipment to be delivered and installed upon completion of works at Rotten Row Playing Field.
12. REQUEST TO WEST PINCHBECK PLATINUM JUBILEE CELEBRATIONS
Email received from Councillor Lynne Andrew requesting the Parish Council contribute £300 towards their Queen’s Platinum Jubilee Celebrations scheduled to be held at West Pinchbeck.
It was proposed by Coun. J. Avery and seconded by Coun. Mrs. S. Jeffery that a donation of £300 is made to the West Pinchbeck Platinum Celebrations. Agreed.

It was proposed by Coun. T. Moore and seconded by Coun. Mrs. E. Beavis that the Financial Report be accepted. Agreed.
