26.175.To note members’ attendance and to receive apologies for absence.

26.176.To receive declarations of disclosable pecuniary interests and other interests required to be declared under the Council’s Code of Conduct, and to consider and determine any written requests for dispensation.

26.177.Public participation – to receive representations from members of the public on items included on this agenda.

26.178.To resolve, under section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, to exclude the public and press during item 26.179 because publicity would be prejudicial to the public interest by reason of the confidential legal advice and commercially sensitive negotiations to be considered.

26.179.The Glebe Field — proposed lease or licence to Pinchbeck Utd Ltd

i.To consider the Chair’s proposals and legal advice concerning the future occupation and use of the clubhouse land and wider Glebe Field by Pinchbeck Utd Ltd, further to minute 26.172.01 of 28 September 2026.

ii.To determine whether to approve, amend or reject the proposed terms for a lease or licence, including the duration, financial terms, treatment or waiver of outstanding fees, maintenance obligations, use of the land and provisions for relocation or termination; and to approve the terms of any formal proposal to Pinchbeck Utd Ltd.

iii.To authorise instructions to the Council’s solicitors and determine any delegated authority for negotiations and for finalising and completing an agreement within the terms approved by the Council, subject to legal advice; and to agree arrangements for communicating the Council’s decision.
