AGENDA
26.027.To note members’ attendance and to receive apologies for absence.
26.028.To receive any declarations of pecuniary interests or other disclosable interests, and any written requests for dispensation.
26.029.Public Forum:
i.To receive a briefing from Lincolnshire County Council Highways and Burmor Construction Ltd about the Surfleet Road Closure.
ii.To receive representations from members of the public [i].
26.030.To approve the minutes of the meeting held on 26/01/2026, and the minutes of the extraordinary meeting held on Thursday, 29 January 2026, and to authorise the Chair to sign them as a true record.
26.031.To receive the Clerk’s report and note progress on actions arising from previous decisions.
26.032.To consider financial matters:
i.To approve the January 2026 bank reconciliation and cash book.
ii.To approve payments to 23 February 2026.
26.033.Noticeboard at Six House Bank
i.To note that a County Court claim has been issued against Mr Stephen Thorpe, for the return of deposit paid.
ii.To consider the location of a replacement noticeboard and existing noticeboard removal.
26.034.Recent correspondence.
i.To note LCC’s notice that the consultation on the proposed no-waiting restrictions on Knight Street has been deferred to its Planning & Regulation Committee.
ii.To consider LCC consultation on the installation of local flood alarm systems.
iii.To receive update on Local Government Reorganisation for Greater Lincolnshire.
iv.To consider consultation on a Community Governance Review of the unparished area of Spalding.
v.To receive information on the Children and Young People’s Online Counselling Support Service (Cllr Smith).
vi.To note receipt of local sensory impairment services survey, which has been added to the Parish Council’s website.
vii.To receive update that the Outer Dowsing Offshore Wind Farm has been granted a Development Consent Order.
viii.To receive any late correspondence.
26.035.Slipe Drove, Pinchbeck – s.116 stopping up consultation: to consider the proposal and to RESOLVE the Parish Council’s response (support/objection), including (if supportive) whether to authorise signature of any certificate of consent if/when served as part of the formal process, and whether any public right of way should be reserved.
26.036.To consider planning applications.
26.037.To note District Council planning decisions.
26.038.To consider highways’ matters.
26.039.Recording of meetings and hearing accessibility.
i.To consider the purchase of an audio recording system to assist minute-taking and a portable hearing loop system.
ii.To consider the adoption of a Recording of Meetings Policy.
26.040.To consider the pricing of cemetery services commencing 1 April 2026.
26.041.Parish Grass Cutting Agreement.
i.To consider LCC proposed contribution for highways’ verge grass cutting.
ii.To consider quotes for undertaking highways’ verge grass cutting.
26.042.To consider quotes for works.
26.043.To RESOLVE that, in accordance with the Public Bodies (Admission to Meetings) Act 1960 s.1(2), the public and press be excluded from the meeting for the following items on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted, namely confidential negotiation positions, legal/complaints matters and/or personal data.

i.To note that, following a request by Pinchbeck Utd Ltd to defer consideration of its complaints, these will be considered at the Council meeting scheduled for 30 March 2026.
ii.To receive a summary of recent information rights requests, outcomes to date, and any policy or resourcing implications.
iii.To consider matters relating to Parish Council land.
a.The Glebe Field – to receive update.
b.PlayZone – to receive update.
c.Leaveslake Drove – to receive update.
d.Starlode Drove – alleged encroachment onto Parish Council land: to consider the land agent’s update and to RESOLVE a final deadline for response and the next steps (including, if required, formal notice to remove and reinstate).
iv.Cemetery matters – to receive update.
v.To consider confidential quotes for works.
vi.To consider staffing & administration matters.

Please raise a hand to indicate a wish to speak and wait for the Chair’s invitation. Questions and comments may be noted and, where appropriate, answered briefly, but they may be referred to a future agenda and will not normally result in a debate. Further public participation will not be permitted during the remainder of the meeting.
