PINCHBECK PARISH COUNCIL BUDGET MEETING

COUN. J. AVERY presided at the meeting of the Parish Council on Tuesday 24th January 2023 held at the Pinchbeck Community Hub & Library, Knight Street, Pinchbeck commencing at 7.30 p.m.

Attending were:

Due to the following Agenda Item being of Contractual nature the Parish Council would go in to Closed Session, therefore excluding the press and the public:    Agenda Item  4  -  Employee Salary Reviews

1.   APOLOGIES FOR ABSENCE

Apologies for absence received from Coun. R. Dobbs,  Coun. Mrs. L. Andrew, Coun. Mrs. A. Savage and Coun. D. Houghton

2.  DECLARATION OF INTEREST FROM MEMBERS

None were registered

3.  BUDGET/SETTING OF PRECEPT – 2023-2024

The following considered and approved for inclusion in 2023-2024 Budget as follows:

a) Additional Funds for Blue Gowt Cemetery

£10,000

b) Memorial Chain Link Fencing

  £2,500

c) Addional SIDs

  £5,000

d) Funding for HM King Charles III Celebrations

  £4,000

e) Dog Waste Bins

    Nil

f) Pinchbeck Gets Active 

  £1,000

g) Parish Tree Work

  £5,000

h) PPC Float – Flower Parade – 13th May 2023

  £1,000

i)  Election Costs

  £3,500

j)  Any other projects for inclusion in the Budget:

       -

     War Memorial Tarmac

  £2,500

     Six House Bank – Car Park tarmac

  £3,000

For the following Agenda Item, the Parish Council went into Closed Session

4.  PARISH COUNCIL EMPLOYEE SALARY REVIEWS

5. TO SET PRECEPT FOR 2023-2024  FINANCIAL YEAR

Based on figures presented to members for the Budget 2022-2023, the Expenditure of £144,284.00 exceeded Income of £41,784.00 by £102,500.   It was proposed by Coun. J. Avery and seconded by Coun. O. Wood that the precept be set at £112,236.

6.  PLANNING APPLICATIONS FOR CONSIDERATION

H14-1183-22 – Rose Cottage, Northgate – Outdoor arena and asociated fencing, including drainage system

Comments:  This planning application would impact negatively on the immediate neighbours.  Pinchbeck Parish Council consider this plan ought to be much more sympathetically designed and planned to take into account and consider the location of the structure and thus place this arena as far away as possible from the immediate neighbours.

There was no further business before the meeting and it therefore concluded at 9.00 p.m.
