21 February 2023 Parish Council Meeting

COUN. J. AVERY presided at the meeting of the Pinchbeck Parish Council on Monday 21st February  2023 held at Pinchbeck Community Hub & Library, Knight Street, Pinchbeck commencing at 7.30 p.m.

Attending were:  Coun. Mrs. E. Beavis, Coun. A. Chamberlain, Coun. D. Dickens, Coun. G. Garner, Coun. P. Ruysen

Also, in attendance County Coun. Mrs. E. Sneath, together with Clerk Mrs. Barbara Camps

Prior to commencement of meeting four members of the public attended and brought to the attention of the Parish Council their concerns relating to a planning application.

1.  APOLOGIES FOR ABSENCE

Apologies for absence received from Coun. Mrs. L. Andrew, Coun. Mrs. A. Gregory, Coun. Mrs. S. Jeffery, Coun. Mrs. A. Savage, Coun. D. Houghton, Coun. T. Moore, Coun. O. Wood and Coun. R. Dobbs.

2.  DECLARATION OF INTEREST FROM MEMBERS

There were no Declaration of Interest from Members.

3.   CONFIRM MINUTES (Circulated)

The minutes were approved and agreed as follows:

4.  REVIEW ACTION TABLE – FULL COUNCIL MEETING – 30th JANUARY 2023

All items within the Action Plan assigned and actions taken, excluding those awaiting updates.

5.  CORRESPONDENCE

List of planning and tree determinations received since last meeting circulated.

Received from The Electoral Commission information and timeline relating to Local Government Elections to be held in England on the 4th May 2023.

Copies of information received from Coun. D. Dickens circulated to all.

Coun. D. Dickens to draft a letter for clerk furnishing information regarding proposal to our MP.  Letter for MP to bring to attention of Prime Minister a request for expansion of scheme to fast freeze outlets that can save food waste to help the poor. 

6.  VOLUNTARY CAR SCHEME MEETING – TUESDAY 14TH MARCH 2023 – REPRESENTATIVE REQUIRED

It was agreed that Coun. G. Garner would attend the forthcoming meeting of the Voluntary Car Scheme Committee scheduled for Tuesday 14th March 2023.

Clerk to reply to the correspondence received from Alan Hammersley and Hilary Marks

7.  HIGHWAY MATTERS

Clerk to write to Highways, Lincolnshire County Council and bring, again to their attention the requests previously made by the Parish Council.  

8.  ANNUAL HIGHWAY VERGE GRASS CUTTING – TO AGREE PRICING AND DETAILS

Quotation received from Richard Knock, SHDC for grass cutting of Pinchbeck grass verges.  Agreed by all, upon proposal by Coun. J. Avery and seconded by Coun. A. Chamberlain as follows:

Pinchbeck Verges   -    £4.490.32

Industrial areas       -       £810.21

9.  TO DISCUSS ALLOTMENT RENT REVIEW

Clerk to arrange for Allotments Committee to meet in near future to discuss rent review. 

10.  TO DISCUSS AND AGREE PROGRAMME FOR INSPECTION OF PARISH TREES

Clerk asked if it would be good practice to have all trees owned by the Parish Council inspected and recorded on a regular basis.  This would support any claim for fallen trees etc. if evidence of inspection was reported.  Clerk to organise a Parish Trees Committee to discuss.  

11.  TO DISCUSS PINCHBECK WOOD REGARDING ASSISTANCE FROM PINCHBECK CLT 

Still awaiting a response from Woodland Trust relating to request for installation of bird boxes etc. by the Pinchbeck CLT.

12.  INVITATION TO MEET WITH MEMBERS OF LINCS RURAL HOUSING ASSOCIATION RE. FACILITIES FOR CHILDREN

An email received from Lincs Rural Housing Association asking to meet with a member/members of PC with a view to discuss any projects relating to facilities for children.  Letter stipulates PPC selected as a parish council they would like to work with.  Clerk to meet with them and bring back to PC.

13.  UPDATE ON CORONATION CELEBRATIONS – MONDAY 8th MAY 2023

Due to changeable weather for early May it was agreed that Coronation Celebrations take place in Pinchbeck Church Hall with a lighting of the Beacon on the Memorial Ground during the evening.  A commemorative cake, prosecco and soft drinks to be made available.  

The afore-mentioned was proposed by Coun. J. Avery and seconded by Coun. A. Chamberlain.  Agreed.

14.  UPDATE ON SPALDING FLOWER PARADE FLOAT – SATURDAY 13TH MAY 2023

Pinchbeck Parish Council in receipt of an offer of fully decorated float for the Spalding Flower Parade at a cost of £1,000.  Theme to be 1960s as the float will represent a nine foot guitar therefore remembering the Swinging Sixties.  

It was proposed by Coun. J. Avery and seconded by Coun. A. Chamberlain that the Parish Council purchase the float at the cost of £1,000.  Agreed.

Clerk to contact both primary schools inviting 4 junior children from each school to walk alongside the float with an adult.

15.  ACCEPT QUOTATION FOR LEVELLING OF CAR PARK – SIX HOUSE BANK

Two quotations received and to-date Coun. Mrs. L. Andrew not in receipt of a third.  To be brought to the next meeting scheduled for 21st March 2023. Coun. A. Chamberlain to also to obtain a quotation for the works.  

Also briefly discussed asking the Pinchbeck CLT to contribute towards the cost of the car park surface.

16.  FINANCIAL REPORT/TO PASS ACCOUNTS

No financial report had been generated as there had been very few transactions since the meeting of the 30th January 2023.

17,  AOB

Coun. E. Beavis made mention of the trees that require attention in St. Mary’s Churchyard.

Coun. A. Chamberlain made mention of the potholes and uneven surface along Six House Bank and Northgate.  Chairman stated he would bring this to the attention of the Highways Officer at forthcoming meeting.

19.  CONSIDERATION OF FOLLOWING PLANNING APPLICATIONS.

The following planning applications were considered:

Agreed that following application, planning be objected upon due to misrepresentation of current and future use of the application site:

H14-0067-23 – RETROSPECTIVE - West Acorns Farm, Six House Bank – Change of Use from Agricultural land to commercial storage for wood/car parts – Chairman to advise members of appropriate response.

H14-0078-23 – OUTLINE – Keston Nurseries, Mill Green Road – Erection of 10 dwellings – Chairman to send comments through to Clerk for loading to SHDC website.

There was no further business and meeting therefore concluded at 9.30 p.m.
