21 March 2023 Parish Council Meeting

COUN. J. AVERY presided at the meeting of the Pinchbeck Parish Council held on Tuesday 21st March 2023 held at Pinchbeck Community Hub & Library, Knight Street, Pinchbeck commencing upon conclusion of the Annual Parish Meeting which commenced at 7.30 p.m.

Attending were: Coun. Mrs. E. Beavis, Coun. A. Chamberlain, Coun. D. Dickens, Coun. G. Gamer, Coun. D. Houghton, Coun. P. Ruysen, Coun. O. Wood, Coun. R. Dobbs,  together with Clerk Mrs. Barbara Camps

Also in attendance four members of the public.

1. APOLOGIES FOR ABSENCE
Apologies for absence received from Coun. Mrs. L. Andrew, Coun. Mrs. A. Gregory, Coun. Mrs. S. Jeffery, Coun. Mrs. A. Savage, Coun. T. Moore and County Councillor Mrs. E. Sneath.

2. DECLARATION OF INTEREST FROM MEMBERS
None were registered.

3. CONFIRM MINUTES (Circulated)
The minutes were approved and agreed as follows:

4. REVIEW ACTION TABLE: - FULL COUNCIL MEETING - 21ST FEBRUARY 2023
All items within the Action Plan assigned and actions taken, including those awaiting updates.

5. CORRESPONDENCE

Planning and Tree Determinations received since last meeting circulated.

Email from Woodland Trust received advising of their positive response to introduction of wildlife boxes being located within the Pinchbeck Wood. Email passed on to Pinchbeck CLT for their infonnation.

6. UPDATE ON REDEDICATION OF PINCHBECK WAR MEMEORIAL - SATURDAY 8th APRIL 2023
Reported at meeting that all aspects and confinnation of attendance at this event was noted with the inclusion of the permission from LCC for the official road closure.

Brief breakdown to include: All Pinchbeck groups involved all fully informed.
Pipe & Drum band is confirmed
Lord Lieutenant to attend and take salute at Dais
Invites have been sent to local councillors and dignitaries. Church hall booked for refreshments after services
Road closure to be submitted and approved
Beacon to be lit at 21:00.

7. THE KING CHARLES III CORONATION CELERATIONS - MONDAY gm MAY 2023 AND TO INCLUDE PURCHASE OF COMMEMORATIVE MEDALS
It was proposed by Coun. J. Avery and seconded by Coun. A. Chamberlain that Commemorative Medals are purchased at £2.99 each for the children at the two parish primary schools. Agreed.

8. GALLERY WALK/FLAXMILL FIELD
Residents from property on Gallery Walk in attendance at the meeting and shared their concerns regarding the positive impact of an emergency exit on their property. Their property is physically situated on the boundary of the footpath. They were advised to contact the relevant Drainage Board in the first instance.

9. UPDATE HIGHWAY/TRAFFIC MATTERS
A Member of the public raised the issue of caravans throughout the parish. Coun. J. Avery agreed he would discuss the matter with the relevant parties. It was suggested that the Parish could positively use one further SID location following the installation of a new pole. A further question was raised requesting we ask LCC to finance pot-hole filling in the parish.

10. PROSPERITY FUND - TO DISCUSS PROJECTS/OPTIONS
Coun. T. Moore suggested the installation of a skate park on Rotten Row Playing Field. It was agreed that Coun. J. Avery and Coun. T. Moore should work together on this project. A broad discussion was held and it was agreed to raise further suggestions in the not-too-distant future.

11. TO APPROVE QUOTATIONS FOR RESURFACING SIX HOUSE BANK CAR PARK
Coun. Mrs. L. Andrew unfortunately not in attendance so this agenda item to be carried forward to next meeting.

13. TO DISCUSS QUOTATION RECEIVED FOR TREE WORK - ST. MARY'S CHURCHYARD

14. RESIDENT REQUEST FOR SUPPORT FOR DROPPED KERB - DOZENS BANK
A request received for a dropped kerb along Dozens Bank to allow a wheelchair user to safely cross the road in the vicinity of the Lake Ross Caravan Park.

15. FINANCIAL REPORT/TO PASS ACCOUNTS
It was proposed by Coun. R. Dobbs and seconded by Coun. G. Gardner that the Financial Report to be passed and Accounts accepted. Agreed. It was suggested that the Parish Clerk contact Barclays Bank Investment Department to discuss whether alternative Bank Accounts, other than currently used, could provide higher interest.

16. TO CONSIDER TO OPT OUT OF SMALLER AUTHORITIES AUDIT APPOINTMENTS FROM 2022/2023 TO 2026/2027
Smaller Authorities' Audit Appointments Ltd. (SAAA) is an independent, not for profit, limited company established to procure external audit services and appoint external auditors for smaller authorities. All smaller authorities are invited to Opt Out of the next round for the 5-year audit. All authorities require an appointed external auditor. During the previous 5-year period which ran from 2017/2018 through to 2021-2022 no authority decided to opt-out and follow the complex procedures required under statute to appoint their own external auditor.

17. PLANNING APPLICATIONS
All planning applications brought before the meeting were approved. The meeting concluded at 9.40 p.m.
