Minutes of meeting held 19:00hrs, Tuesday, 23 July 2024, at Pinchbeck Community Hub & Library.

Present:   Cllr James Avery, Cllr Geoff Garner, Cllr Terry Moore (chair), Cllr Phil Tweddell, Mr Robert Smith (clerk).

Absent:    Cllr Andrew Chamberlain, Cllr Dean Roizer, Cllr Peter Ruysen, Cllr Ben Sear, Cllr Ann Savage, Cllr Oliver Wood.

Any action points to be undertaken by the clerk, unless otherwise stated.

24.34.Apologies for absence were received from Cllr Chamberlain, Cllr Roizer, Cllr Ruysen, Cllr Sear, Cllr Savage, Cllr Wood.

24.35.There were no declarations of disclosable interest nor requests for dispensation.

24.36.It was resolved to approve the minutes of the previous meeting held 17 June 2024.

24.37.Following a proposal by the chair, it was resolved to move into closed session on the grounds of confidentiality in accordance with the Public Bodies (Admission to Meetings) Act 1960 s.1(2)

24.38.To receive an update on previously approved works

01.Cllr Moore reported that tree works at West Pinchbeck had been completed with five trees removed.

02.Cllr Moore reported on good progress being made in the construction of the new cemetery at Blue Gowt Lane. The car park was being laid, and part of the roadway being dug with kerbs to be fitted next. The entranceway was delayed until the road closure could be implemented in September 2024.

03.The Barbara Camps memorial bench had been installed and was just awaiting the fixing of a memorial plaque.

04.The clerk reported that the contractor responsible for resurfacing the car park on Six House Bank had been contacted about an update on a start date for the works.

24.39.Outside assets 

01.Cllr Tweddell reported that he had sold the Council’s strimmer for £125.

02.Work on updating the asset register continued.

24.40.Parks

01.The clerk reported that T. N. Sneaths had been instructed to remove unauthorised posts and strim the adjacent border area at Leaveslake Drove.

02.The District Council had failed to empty its bin at the entrance of Leaveslake Drove Playing Field for six consecutive weeks. The clerk had contacted SHDC waste services about the matter and District & County Cllr Sneath had submitted complaints.

24.41.Defibrillators

01.The defibrillator for the outside of the hub and library had been kindly fitted by Lee Twaddle from LT Electrical Services, Spalding.

02.Cllr Avery and Cllr Smith were working on identifying third-party owned defibrillators in the parish and getting them registered on the circuit.

24.42.Quotes for works.

01.It was resolved to recommend to full Council proceeding with the removal of shrubbery at the front of Cherry Holt Lane Cemetery, work soil, and reseed with grass @ £575.00.

02.Work so far completed included Pinchbeck Wood, Cherry Holt Lane Cemetery, Rotten Row Playing Field, and the Memorial Ground. It was considered that there was no immediate need for further works but a quote for the 36 stumps in the cemetery was to be obtained and the situation at the Rotten Row Playing Field and at St Mary’s Church needed to be kept under review.

24.43.Next meeting to be held 19:00hrs Monday 9th September 2024.
