Minutes of meeting held 19:00hrs, Monday, 14 October 2024, at The Hub, 48 Knight Street, Pinchbeck, PE11 3RU.
Present: Cllr James Avery, Cllr Andrew Chamberlain, Cllr Terry Moore (chairman), Cllr Peter Ruysen, Cllr Ann Savage, Cllr Phil Tweddell, Mr Robert Smith (clerk).
Absent: Cllr Geoff Garner, Cllr Dean Roizer, Cllr Ben Sear, Cllr Oliver Wood.
Action points to be undertaken by the clerk, unless otherwise stated.
24.55. Apologies for absence were received from Cllr Garner, Cllr Wood.
24.56. There were no declarations of disclosable interest nor requests for dispensation.
24.57. It was resolved to approve the minutes of the meeting held 09 September 2024.
24.58. It was resolved to move into closed session on the grounds of confidentiality in accordance with the Public Bodies (Admission to Meetings) Act 1960 s.1(2).
24.59. Matters from the previous minutes
01. Cllr Garner reported on progress on the construction of Blue Gowt Lane Cemetery. It was resolved to approve the latest contract payment certificate.
02. Reseeding of grass at Cherry Holt Lane Cemetery was awaiting drier weather.
03. Report on maintenance of Pinchbeck Wood was awaited following a meeting between the Woodland Trust and Cllr Wood.
04. Overflow reported at Leaveslake Drove playing field. The Parish Council’s outside operative was emptying fortnightly. Cllr Chamberlain kindly agreed to additionally empty on an ad hoc basis.
24.60. Outside assets had been reviewed and photographed by Cllr Tweddell and Cllr Garner. The asset register was to be updated accordingly.
24.61. Planned Preventive Maintenance programme of play equipment was awaiting a quote for play equipment repairs.
24.62. Cllr Moore had looked at available land options for a community orchard. It was resolved to proceed with the planting of 50 trees on the Blue Gowt Lane field. Cllr Moore to arrange.
24.63. To consider quotes for works.
01. A quote for the repair of play equipment had been requested.
02. Quotes had been requested for the resurfacing / repair of the drive to the Glebe field.
03. It was resolved to proceed with the clearing of the dykes on Glebe Field @ ~ £200.
04. It was resolved to recommend proceeding with grass seeding at Six House Bank carpark @ £400.
05. A quote was to be obtained for the refurbishment of the noticeboard at Six House Bank car park.
06. Cllr Ruysen would obtain a quote for the delivery of a 20’ Christmas Tree for the school.
07. Cllr Savage would investigate the purchase of additional lights for the Christmas tree.
08. A quote was to be obtained for cutting down the hedge at Cherry Holt Lane Cemetery that was encroaching on a neighbouring property.
24.64. The consideration of an authorisation form for undertaking priority works was to be put to the Parish Council.
24.65. Remembrance Day Parade.
01. The application for road closures was underway.
02. The clerk would apply to Lincolnshire County Council for the placement of poppies on its street light columns.
03. The poppies to be put up in Pinchbeck with the kind assistance of Cllr Moore and Mr Dave Savage.
04. A request for volunteer marshals to assist with the road closures would be put on the Parish Council’s website.
05. Cllr Avery would put a request for volunteer marshals on Facebook.
24.66. Cllr Tweddell was to send photographs of the overgrown verge at the corner of Mountbatten Avenue and Pennytoft Lane to the clerk for reporting on fixmystreet.com.
24.67. The next meeting was to be held 19:00hrs, 9 December 2024, at The Hub.
The chairman closed the meeting at 20.12hrs.
